Music copyright (C) What's the longest clip from a song that can be played without infringement?

Legally, the amount of time does not matter...as soon as it can be recognized, whether it is one second or 10 seconds.....it cannot be used....Those 'artisits' that use samples, are doing one of two things...getting permission or using them illegally...
