Who is stronger Iron Man or War Machine?

I was an X-Men fan when I was younger. I didnt follow the Iron Man series very much. But in the comic that I did read, Iron Man was getting tore up, and then War Machine would come in and handle everyone like it was nothing. Am I wrong? Wasnt War Machine an upgraded version of the red and yellow suit, but Tony Starks never wore it because his injuries?
