Can harp play this chord?

Yes, it can. The harp is naturally flat for all notes, but has pedals that can make all notes of the same name (A,B,C, etc.) natural or sharp. So, even very complex chords can be played enharmonically. G-B-C is no problem. You would have the G, B, and C pedals all in the middle (natural) position.
