I rescued my dog from a puppymill.. why are they still open?

he has had over a thousand dogs taken yet he still can do this? i paid for a purebread yorkie and got a snorkie min snau/ yorkie wow! my first adn last dog ill ever buy! look him up hortons pup his name is junior horton!
